The minutes of the August meeting were accepted and the payroll and invoices approved for payment.
Mr. Lingenfelter reported that the authorization to execute the construction contracts and notices to proceed were approved by the Authority Board in August.
A preconstruction construction conference was held at the Authority office on August 25 with Lobar, Inc. and G R Noto Electrical Construction, as well as the Authority and Uni-Tec.
The construction contracts, dated August 25, were executed with Lobar for $9,353,600 and G R Noto for $923,000.
Notices to proceed were issued to the contractors on August 31. The contracts are to be substantially completed by August 31, 2016, with final payment from the Authority by September 30, 2016.
The board voted to abate sewer charges of $18.85 to Max Dibble of Cody Lane, There was a water leak at his property that did not enter the sewer system.
No bulk water was sold to gas drillers in August but 970,000 gallons, valued at $15,500, was sold to bulk haulers and an additional 409,000 gallons through September 8, valued at $6,500).
So far in 2015 the Authority has sold 13.8 million gallons, valued at $220,000.
RBC #1 had to be shut down in order to remove some media supports. RBC #4 is running but a bearing is making noise. A spare is in stock and Parker Machine will be contacted.
A water leak was discovered at the site of the meter pit in front of the Authority office. It was estimated to have been leaking 60,000 to 80,000 gallons per day.
PennDOT plans to replace the bridge on Lower Mountain Road in the future, This will not require relocation of sewer lines.
The Authority worked with Canton Township to raise manholes that were below the road surface on Dauber Road. The township milled and paved the road.
So far the Authority has spent $1,045,556 on the sewer plant upgrade project. Of that, $728,000 was borrowed from the water side of the business; $158,073 from Sewer Equipment Replacement fund and $158,983 from general sewer funds.
The Authority received $600 in September from Bradford County Collections as restitution in the Brenda Mott case. This makes a total of $77,592.46 returned and leaves a balance of $250,451.44 as per the civil suit agreement.
Also, $37.50 was received as restitution from Jerry Chilson.
Stormwater surcharges of $2,138 were collected for Canton Borough in August.
The directors held an executive session after the meeting.
