The minutes of the January meeting were approved and the payroll and invoices were approved as presented.
Mr. Lingefelter gave the engineer report. The wastewater treatment plant upgrade was advertised for bid and a pre-bid conference was held on January 27 at the Firemen's Social Building in Canton. There were over thirty people and about twenty-five firms in attendance, which included sub-bidders and at least ten general contractors. The group also visited the wastewater treatment plant so they could tour the site. Mr. Lingenfleter said, "There was a tremendous amount of interest." Because of feedback from the potential bidders and equipment manufacturers nand an exceptional number of requests for additional time to prepare bids, the decision was made to extend the bid date to February 24, 2015.
Uni-Tec has been compiling a list of probable costs for the project.
Mr. Brann reported that the paperwork for the bidding and financing for the project is coming together very well in preparation of going to PennVEST after the bids are accepted.
The board approved a request to return the security deposit for Delores Harkness, 476 Lake Hill Road.
The authority sold 6.5 million gallons of bulk water to gas drillers in January, valued at $104,000. Since then, 850,000 gallons have been sold, valued at $13,600.
RBC #1, which suffered a broken shaft and was repaired, was been cabled together and placed in service, but was shut down because some bolts came loose.
Plant operator Al Hess gave a tour of the plant to the Cub Scouts on January 24.
To date, the authority has borrowed $729,648 from the water side of the business to fund the sewer design, and also borrowed $158,073 from the Sewer Equipment Replacement Fund.
$600 was received in February as restitution in the Brenda Mott case, making a total of $74,392.46 returned and leaving $254,651.44 due per the civil suit agreement.
The Authority collected $2,085 in storm water surcharges for Canton Borough in January.
Mr. Hilfiger reported that he is looking for a pickup truck to replace the pump truck.
