The minutes of the July meeting were approved and the payroll and invoices approved as presented. One bill from Exeter Supply for about $5,000 was for new water meters and manhole risers.
Mr. Lingenfelter gave the engineer's report. He said that the contractors were notified of the intent to proceed and both of them responded.
DEP has issued approval of the wage rates for the wastewater treatment plant upgrade. The Disadvantaged Business Enterprise status has not been announced but is expected any day. When it is issued, the contracts can be executed.
Once the Notice to Proceed is issued a pre-construction conference will be held with the contractors.
The contractor is expected to have a survey corps on site, and the pilings for the SBR plant are likely to be the first work undertaken.
Mr. Lingenfelter expects "shovels in the ground" within three or four weeks, perhaps earlier.
A conference call with PennVest is scheduled for October 9. Closing for the PennVest loan is tentatively set for October 27.
The board voted to abate $14.50 in sewer charges for Belinda Baldwin, 21 Sarah Lane. A water leak flooded her bathroom.
No bulk water was sold to gas drillers in July, but 490,000 gallons was sold to other bulk haulers, valued at $7,800. Another 274,000 gallons ($3,900) has been sold so far in August. In 2015, 12.9 million gallons has been sold, valued at $207,000.
Three RBC units are in operation at the sewage treatment plant.
A water leak was repaired on Little Street. A 3/4" service line was leaking approximately 5,000 gallons per day.
Another leak has been detected on North Center Street but it has not been located
PennDOT plans to replace the bridge on Lower Mountain Road in Canton Borough. This will require the Authority to relocate a sewer line that serves two homes. Uni-Tec is handling the engineering for the Authority on the relocation of the lines.
Canton Township will mill and pave Dauber Road at Chesterfield Estates. This will require four manholes to be raised. The Authority will work with the township on this project.
So far the Authority has spent $1,045,556 on the waste water treatment plant upgrade. $728,500 has been borrowed from the water business. $158,073 has been borrowed from the sewer equipment replacement fund and $158,983 from general sewer funds.
The Authority received $600 from Bradford County Collections in August as restitution in the Brenda Mott case. A total of $77,992.46 has been returned, leaving a balance of $251,051.44 is due per the civil suit agreement.
$25 was received from Bradford County Collections as restitution from Jerry Chilson.
$2,099 in storm-water surcharges was collected for Canton Borough in July.
