CANTON — Canton Borough Council’s monthly meeting on July 13, at the Canton Firemen’s Hall resulted in talk about traffic and an agreement with Zito Media.
Resident Dean Vanderpool stated that the residents on Tripp Street (a one way street) have been dealing with traffic going the wrong way and speeding. Vanderpool also asked the council if the speed limit on Tripp could be lowered from 25 mph to 15 mph. Secretary/administrator Amy Seeley said she would provide the information to council so they can begin looking into lowering the speed limit
Under the proposed agreement, the borough would be entitled to more compensation from Zito, Zito would have to provide satisfactory local office staffing and better customer service standards, new public right of way protections, provides the borough with all the legal protections they are entitled to under federal and state law, quarterly franchise fee payments instead of annual, keeping free internet service to the borough buildings and improved indemnification and insurance provision.
Borough Solicitor David Brann said there were no issues with the proposal being send to Zito.

Brann gave his report that centered around a complaint form submitted by borough resident Brian Koval.
Koval’s complaint was regarding the June 15 meeting. He felt that Code Enforcement Officer John Raub retaliated against councilman Chris Schrader when he asked him if he thought other members of council agreed with his letter to the editor, which was published in early June in Daily Review as a guest column.
“I recognized that as an unfounded accusation only because the Daily Review identified Chris as the Canton Borough Council and not as borough council member,” said Brann.
The Daily Review changed the identifier under Chris’ name in the guest column and that is what brought about the confusion submitted in the complaint form by Koval.
Brann then stated that was the reason Raub directed his question to council in the June meeting, to question whether they agreed with the editorial that was submitted by Schrader.
Brann then commented on the second part of Koval’s complaint form, which stated that secretary Seeley had reconvened the June 15 meeting after it had been adjourned.
Brann stated that Councilman Jennings had something that he wanted to bring up. Koval asked Brann why the issue was not in the agenda from the June 15 meeting.
Secretary Seeley stated that there are often items brought up at meetings that are not in the agenda.
Canton Police Chief Doug Seeley gave the police report and stated that the police car was involved in a deer versus car incident and will be at the body shop to be repaired.
Seeley then asked for council to consider promoting officer Trent Wright to Sargeant. A motion was made and approved by council.
The next borough meeting will take place on Aug. 10.
