The minutes of the January meeting were approved and the bills accepted for payment.

Mrs. Seeley provided financial information for Council.
Council considered a scope of work/price proposal from Dawood Engineering for the ARLE grant, which is to address issues concerning the traffic light,including timing, parking spaces, stop bar positions, visually impaired assistance, emergency services override and similar issues. This is paid through the Automated Red Light Enforcement grant that the Borough received last year. Council voted to approve the proposal in the amount of $15,624. This amount also is included in the grant.
Mrs. Seeley said that there were some legal questions to review in executive session concerning the proposed Rental Inspection and Zoning ordinances.
Council unanimously added the Floodplain Permit fee to the Borough's Fee Schedule. The fee will be $50 for the first $1,000 of construction and $2 for each additional thousand. These fees fall in line with those in comparable municipalities.
Council accepted a subdivision application for the Williams Living Trust. Norman Williams is squaring up a lot and will sell the subdivision to Corrine Rockwell. This has been approved by the Borough Planning Commission and there has been no adverse comment from any other agency.
Mrs. Seely noted that with the new zoning ordinance and the new Code Enforcement officer, additional filing space will be needed. Council approved a request to purchase a new filing cabinet at the state bid price of $624.50.
The State Association of Boroughs is working on building a website for Canton Borough. Mrs. Seeley requested approval for Kathy Martin from Granville Township to create a logo. It is expected to take a couple of hours of work. Council approved Mrs. Martin to do the work at $25 per hour. Mr. Robertson said that all members of Council should see the logo before it is approved.
Council must submit Statement of Financial Interests forms.
Mrs. Seeley amended the list of Borough officials to include Junior Council member Jessica Pavey.
The Northern Tier Municipal Officials Summit will be held in Wysox on March 25.
The Canton Borough Authority submitted a statement about the changes in sewer and water rates. Sewer rates are to increase by 20% and water rates be reduced by 15%.
Chief Seeley reported that the Police Department confiscated three marijuana plants from an address on Main Street. Two suspects were growing the plants.
Mr. Bastion reported on the Street Department activities. He said about two dozen Christmas trees were picked up at the curb and chipped with branches. Mr. Robertson observed that with today's freezing rain and ice, the Street Department had a lot to contend with.
Mrs. Thompson said six applications have been received for lifeguard positions for 2015. Four are former lifeguards and two are new people.
Fire Chief J. Scott May said that January was a busy month but things are going well. Council unanimously approved an agreement of expectations with the Fire Department. This is identical to last year's agreement and also was approved by Chief May.
Council voted to exonerate G H Harris from collecting $148.50 in 2013 occupation taxes and $74.25 in 2011 occupation taxes.
Chief May said that although the cost may be prohibitive, he is looking at a strobe light system that would activate the traffic light that would block traffic and allow fire vehicles to pass through the intersection. He also asked about an amber light on Sullivan Street that would block traffic in case of fire emergencies.
Following an executive session that included Code Officer Dave Wilson, and lasted an hour and 14 minutes, the meeting resumed and Mr. Robertson asked for a motion to authorize Mrs. Seeley to advertise the Zoning Ordinance. This was unanimously approved.
Mr. Robertson said Council also had discussed the rental inspection ordinance and hopes to have a draft of the ordinance ready at the March meeting.
