Mr. Stolinas worked with numerous municipalities on comprehensive plan development, zoning updates and subdivision and land development review.
His more recent challenge unfolded with the development of the Marcellus Shale Play in Bradford County as he worked with his seasoned staff understanding the long-term impact of shale development, creating the latest standards and terminology updating local ordinances, along with forming a base of map information that included pipelines, well locations, production units and other important facets of the industry.
Mr. Stolinas also worked diligently with the Bradford County Bridge replacement and inspection program and managed the priority replacement of over ten county-owned structures. Mr. Stolinas worked closely and consulted with over forty member municipalities through the Eastern and Western Bradford County Council of Governments.
He forged a very successful partnership with members through the development of the Joint Code Enforcement Program with the onset of the Uniform Construction Code in 2004. He has participated as a member of the Northern Tier Regional Planning and Development Commission Rural Area Transportation Advisory Committee, Bradford County Parks Committee and most recently with the American Planning Association-PA Chapter Shale Committee.
Mr. Stolinas will continue his planning career as the newly appointed Director of Planning and Zoning in Ferguson Township, Centre County. Ferguson Township abuts the Borough of State College to the southwest and is Home Rule Charter Community. The township contains approximately 18,000 residents and provides a mix of various housing options, agricultural operations, commercial and research development. It is a Sustainable Pennsylvania Certified Gold Community and ranked the 5th Best Suburbs to Live in PA according to NICHE.
Ferguson Township is home to some of the most innovative and industry-leading companies in the nation. Companies like Videon-Central,
AccuWeather, and Minitab are among the many that have headquartered their operations in the Township. Penn State Ag Progress Days are also held in the township at the Russell E. Larson Agricultural Research Center at Rock Springs.
Mr. Stolinas looks forward to the challenges ahead in Ferguson Township and notes that the experience he gained in Bradford County will ultimately benefit his planning knowledge for years to come.
