TROY — Borough council members in Troy approved trick-or-treating to begin after the Chamber’s Halloween parade at 5 p.m., to last until 8 p.m. The events will take place on Halloween, Sunday, Oct. 31. Close is still waiting to hear from PennDot on the permit, but expects to in the next week.
They also approved the annual fire contract with Oscoluwa Fire Department at their September meeting. The contract, set for $19,025, is for the 2022 year.
Borough Manager Dan Close reported the liquid fuels allocation, with the borough receiving $40,540.56 for now until the end of the year but could change depending on sales and pricing. Last year, it was $42,848.76.
The borough also received the first portion of the American Rescue Funds. The second half of the money will be sent to the borough next summer. The money will be used to the treatment plant upgrades.
Other news
The borough has contracted Smith & Loveless to work on the concentrator and screw for the grit removal project. The borough is purchasing out-right the equipment to be replaced from Smith & Loveless.
Close reported that the borough has the framework in place for the steel roofing, but is still waiting for the steel roofing.
Close reported the Johns Street and Elmira Street hydrants have been replaced, as with the hydrant located by the school.
Sluices at Redington and East Main Streets have been replaced.
Prospect Street work was discussed, with Close reporting two options for storm water control on that street.
The first option is to remove the existing driveway pipes and replace with larger 24-inch pipes and reshape the storm water ditch and black-top the ditch. The cost of that option is $14,750.
The second option is to install storm water inlet boxes with grates and 24-inch pipes the entire length of the proposed project, according to Close. Then, workers would need to asphalt the ditch line.
Close says this option will essentially eliminate the above ground ditch and put all collection piping underground. He also noted that asphalting the ditch line would widen the street about 4-6 feet. Cost for this option is $44,480.
An additional $12,900 needs to be added to both proposals to incorporate 475 feet of wearing course for the full width of the street. Final prices are $27,650 and $57,380.
Due to pricing, Close does not see the project happening this year.
Police Chief Ralph Dooley reported 51 service calls in the last month.
The next Troy Borough Council meeting will be Thursday, Oct. 28 at 3:30 p.m. The meetings will now take place at the Troy Sale Barn.
