During the Troy School Board meeting held on January 13, the 2015/2016 preliminary budget was given by Tracy Gilliland, business manager and Mr. Schrader, head of the IT department. When all the figures were "punched" in, using some figures from last year for the federal and state revenues, the budget showed a negative balance of $1.5 million dollars. Ms. Gilliland noted, "remember it is only the preliminary budget". The figures will change, but she is not sure which way or by how much. It was noted that the board will try to make the deficit smaller by adding no new teachers or programs. The board has not made a decision about the tax millage for the next budget. If taxes were increased at the maximum level of the Act 1 index, it would result in about $162,000 in additional revenue. After the presentation, a brief discussion was held concerning the numbers. Further discussion will be held during the next couple of months. The Troy Thursday Study Club met on January 15th at the Austinville Union Church with 24 members and 3 guests present. A new exhibit of limited-edition prints of paintings by Connie M. Sickler opened this week at the Weigh Station Café in Towanda. Sickler creates very large, highly detailed, watercolor paintings that are based around themes she chooses before she even begins painting. Included in the exhibit at the Weigh Station are prints of “Tree of Life,” “Tree of Hope,” “Gift of Music,” “Gift of Courage,” “Race for Freedom” and many others. Each print also has a poem written by Connie mounted near it. She says the poems come to her as she is working on the paintings and she never actually sits down to try to write them. “I believe that art should have a personal meaning to the artist to be considered a worthy statement,” says Connie. “Whether it is comical, sentimental, observational or a serious statement doesn’t matter. Art tells a story. It inspires the viewer to think; to become involved in not only the world of the artist, but to help them understand themselves better.” Originally from the state of Washington, Connie moved with her family to the Troy, PA area as a child and has been in the area ever since. She completed her BA in Studio Art at Mansfield University with a focus on drawing and painting in 1986 and then went on to get her MA in Art Education in 1988. She taught art in the Troy school district until 2001 when she decided to dedicate herself more fully to her own art work and to open Settlement House Fine Arts on Route 6 in Sylvania. Settlement House was founded as an outlet to sell limited edition prints of her paintings and to promote other Pennsylvania artisans. Located in Settlement Post and Beam's beautiful timber frame show-home, Settlement House is not only a creative environment, but also a creative use of space. In addition to its’ function as a store and timber frame show-home for her husband Greg’s business, Settlement House is also Connie’s studio and a teaching space where she instructs students in small groups and one-on-one. It is often possible to glimpse one of her paintings - which can take as much as 500 hours to complete - in the making.
